Why is there a discrepancy in the number of Incompletes for a Power Survey?

If a member clicks an activity link for a Power Survey, but closes their browser before the survey has fully loaded, then the member:

• Is counted as "Invited" in the Report tab.
• Is counted as “Incomplete” in member filters.

This is expected behavior.
