This applies only to new customers who use a power survey that redirects to a recruitment survey to recruit new members.
When participants start and finish the power survey, they are still considered non-members. They do not become active community members until they complete the recruitment survey, and double opt-in. Participation data can be missing because the member participation data export only shows active member data by default. Participants who do not complete the recruitment survey process remain as non-members and are not included.
You can see participation data for non-members by including non-members in your member participation data export.
