You can show one of two question blocks to participants who qualify for both by first asking them a Single Choice question that establishes what they qualify for (concept 1, concept 2, both, or neither). Then, use their responses to that Single Choice question as the basis for survey logic.

You want to show different sets of follow-up questions to participants depending on which concept they saw (Concept A, Concept B, Both, or Neither).
Detailed Steps
- Add a Single Choice question to your survey that asks participants which concept they saw (Concept A, Concept B, Both, or Neither).
- Add a Survey Logic action.
Set the condition to show the contained elements if participants answered Concept A, Concept B, or Both. Participants who answered Neither will not see the contained elements. - Inside the Survey Logic action, add a Group element.
- Set Display objects in to Rotated order.
- Set Number of objects to display to 1 if you want to show one group of questions, or 2 if you want to show both.
- Inside the Group element, add two Survey Logic actions.
- Set the first Survey Logic action to show contained elements if participants answered Concept A or Both.
- Set the second Survey Logic action to show contained elements if participants answered Concept B or Both.
- Inside the first Survey Logic action, add a Group element, and then add all your Concept A questions to the group.
- Inside the second Survey Logic action, add a Group element, and then add all your Concept B questions to the group.
Your survey structure should now look like this:
