A text message (or SMS) is not a valid option for the email verification required for double opt-in as this will violate anti-spam laws, such as the CAN-SPAM Act. The double opt-in process requires participants to confirm the email address used for signup as proof of identity. This eliminates the chance of abuse where somebody submits someone else's email address without their knowledge or against their will. So, a text message cannot be a replacement for the email confirmation step required for double opt-in.
